A STATE-WIDE AMBER ALERT ISSUED IN TENNESSEE THURSDAY NIGHT ENDED WITH ONE MAN IN CUSTODY AND THE SAFE RECOVERY OF A MISSING SOUTHEAST TENNESSEE CHILD.  REPORTS INDICATE 37 YEAR OLD MATIAS MARTINEZ WAS APPREHENDED EARLY FRIDAY MORNING IN HAMILTON COUNTY HOURS AFTER HE TOOK 23 MONTH OLD OCTAVIA SHAW DURING THE PROCESS OF A TRAFFIC STOP. AUTHORITIES SAY THE CHILD WAS FOUND SAFE HOWEVER THEY BELIEVE SHE WAS OUTDOORS OVERNIGHT AND WAS COVERED IN DEBRIS AND HAD SUSTAINED A NUMBER OF BUG BITES BUT IS EXPECTED TO BE OKAY.  MARTINEZ WAS ARRESTED WHILE TRYING TO GET A RIDE TO AN UNKNOWN DESTINATION.  HE FACES ESPECIALLY AGGRAVATED KIDNAPPING CHARGES AS A RESULT OF THE INCIDENT.
